# How to Fund Your Fleet Charging Infrastructure: NEVI, EPA, and State Programs for 2026
You've done the TCO math. You know electric saves money over 5-10 years. The problem is year zero: the capital to buy chargers, pour concrete, upgrade the transformer, and install the software. Here's where the money is in 2026.
Federal Programs
NEVI (National Electric Vehicle Infrastructure)
The big one. $5 billion through 2030, administered by FHWA. NEVI covers up to 80% of eligible project costs for charging stations along designated Alternative Fuel Corridors.
What NEVI requires from your chargers: - Minimum four 150 kW DC ports per site - CCS and NACS connectors - 97% uptime per port, per year - OCPP compliance for interoperability - Payment systems that don't require memberships
The money flows through state DOTs, not directly from the feds. Each state runs its own solicitation with its own timeline and scoring criteria. You apply to your state, not to Washington. FHWA NEVI Program
EPA Clean School Bus Program
$5 billion over FY2022-2026. As of mid-2026, roughly $2.8 billion has been awarded to 1,283 school districts, replacing over 8,700 diesel buses [EPA, 2026]. The 2026 round is being redesigned — EPA issued an RFI in February 2026 with a comment period that closed April 6. The new grant framework will include broader fuel eligibility (CNG, propane, hydrogen alongside electric) but electric buses remain eligible.
Key point for charging infrastructure: CSB funds cover not just the bus but the charger, electrical upgrade, and workforce training. One application covers the whole package.
DOE SuperTruck Charge
$68 million committed in January 2025 to fund high-power public charging near ports, distribution hubs, and freight corridors. This is for en-route and corridor charging, not depot, but it signals where federal infrastructure dollars are going. [DOE, 2025]
USDA REAP (Rural Energy for America Program)
Grants and loan guarantees for agricultural producers and rural small businesses. Covers up to 50% of project costs for renewable energy and energy efficiency — including EV charging infrastructure. Maximum grant: $1 million. Maximum loan guarantee: $25 million. Often overlooked because it's in the agriculture budget, not transportation.
State Programs Worth Knowing
California HVIP (Hybrid and Zero-Emission Truck and Bus Voucher Incentive Project)
Vouchers up to $120,000 per Class 8 truck, plus additional funding for charging infrastructure. California alone has committed over $1 billion to commercial vehicle electrification through HVIP and related programs [CARB, 2026].
New York Truck Voucher Incentive Program
Similar to HVIP, covers a percentage of the incremental cost of electric trucks plus charging infrastructure.
State-Specific Utility Programs
Many utilities offer: - Make-ready programs: The utility pays for the electrical infrastructure up to the charger — transformer, switchgear, conduit. This can be 30-50% of total project cost. - Demand charge holidays: Temporary exemption from demand charges for new EV charging loads, typically 3-5 years. - Off-peak EV rates: Special time-of-use rates that make overnight depot charging dramatically cheaper.
Examples: PG&E's EV Fleet Program, SCE's Charge Ready Transport, Xcel Energy's EV Fleet program.
How to Stack Them
Most fleet charging projects use multiple funding sources:
| Source | Covers | Max |
|---|---|---|
| NEVI | Up to 80% of project cost | Varies by state |
| State incentive (e.g. HVIP) | Vehicle + charger cost | $120K/truck |
| Utility make-ready | Electrical infrastructure | Varies |
| USDA REAP | 50% of project cost | $1M grant / $25M loan |
| Tax depreciation | Bonus depreciation for commercial EVSE | MACRS 5-year |
The art is sequencing: you apply for state funds first (they're often first-come-first-served), then layer in utility programs, then use federal grants to fill the gap. Some programs explicitly allow stacking; others don't. Read the fine print.
The $68 Million Question: Corridor vs. Depot
Most federal funding has been directed toward public, corridor-based charging — NEVI's core mandate. But the CV depot charging market was valued at $6.5 billion globally in 2024 and is growing at 27.7% CAGR [ResearchAndMarkets, 2026]. The money is flowing to depots because that's where the vehicles actually charge. The ICCT's analysis for Seattle City Light found that 99% of medium and heavy-duty fleet charging will happen at depots through 2030 [ICCT, 2024].
The practical takeaway: apply for NEVI if your site is near a designated corridor. Apply for everything else if you're building a depot.
What Nobody Tells You About Grant Applications
- The timeline is brutal. NEVI applications can take 12-18 months from submission to award. Utility interconnection can take just as long. Start both processes at the same time.
2. You need a real project, not an idea. Grant reviewers want to see site plans, electrical load studies, letters of support from utilities, and committed vehicle orders. An RFP response saying "we're thinking about electrifying" will not win.
3. Buy America applies to most federal programs. Chargers installed with federal funds must meet domestic manufacturing requirements. FBK POWER's compliance team can provide documentation for Buy America qualification.
4. Reporting obligations extend for years. NEVI requires quarterly uptime, utilization, and energy dispensed reports for a minimum of 5 years. Factor in the cost of data collection and reporting.
5. Large fleets have an advantage. Grant programs favor applicants who can show scale, community benefit, and readiness. A 100-truck fleet with a signed utility agreement beats a 10-truck pilot with no site plan.
