UL 2594 Explained: AC Charger Certification for Buyers

UL 2594 is the safety standard behind AC EV chargers. What it tests, how ETL fits in, and why UL 2594 vs UL 2202 decides which certificate to demand.

AC charging equipment is the quiet majority of the North American market. The big DC fast chargers get the press, but most of the charging points installed at workplaces, apartment buildings, and retail locations are Level 2 AC units — and most of them carry a certification that buyers rarely stop to read: UL 2594. This article walks through what the standard actually covers, what the testing looks like, how ETL fits in, and why the distinction between UL 2594 and UL 2202 determines which certificate you should be asking for on which product.

What UL 2594 Covers

UL 2594, "Electric Vehicle Supply Equipment," is the safety standard for AC charging equipment up to 250 VAC, typically Level 2 chargers in the 7.2 kW to 19.2 kW range on single-phase service. It is an end-product standard: the finished charging station is tested as a unit — enclosure, electronics, connectors, cable management, and the control electronics that talk to the vehicle. The current edition referenced in listings is UL 2594:2022, and it is usually paired with the Canadian standard CSA C22.2 No. 280, so a single test program covers both the US and Canadian markets.

The standard's job is to answer one question: does this device, installed the way it will be installed in the field, protect the user from electric shock, fire, and mechanical failure across its expected life? To answer it, the test program covers the areas below.

The last row deserves a note: the control pilot is the SAE J1772 communication channel between the charger and the vehicle, and the certification test verifies the handshake that coordinates when the contactors close and power is delivered. A charger that fails this behaves in ways that are hard to diagnose on site — it refuses to start, drops mid-charge, or reports phantom faults.

Why AC Equipment Got Its Own Standard

UL 2594 gave the emerging category a single end-product test basis at a time when the market was filling up with converted industrial equipment and imported units adapted from other standards. Field experience pointed to problems in the parts around the charging electronics — connectors not rated for repeated plugging cycles, cable assemblies chafing at the enclosure entry, enclosures admitting water, control pilot circuits behaving differently from one brand to the next. A standard that treated the finished station as an end product, connector to control electronics, was the answer, and the test program reflects it.

That history is why the standard's scope is the assembled unit rather than a collection of tested components. A station built from individually certified parts — a certified connector, a certified cable, a certified control board — is not the same thing as a certified station. The interactions are the product: how the cable enters the enclosure, how the ground path survives assembly, how the pilot circuit behaves under the vehicle's signaling. Component certifications do not cover those interactions. End-product certification does.

ETL: The Same Standard, a Different Lab

The ETL mark appears on many AC chargers in North America, and buyers sometimes treat it as a lesser certification. It is not. ETL is Intertek's mark, and Intertek certifies against the same UL 2594 standard, with the same kind of sample testing and factory follow-up inspection. A charger "ETL Listed to UL 2594" has been tested against UL 2594 by Intertek, not by UL. For the buyer, the practical difference is which directory you check — the Intertek directory rather than the UL Product iQ database — and which control number you note down.

UL 2594 vs UL 2202 vs UL 2251: Which Standard for Which Product

The EV charging world has several standards, and quoting the wrong one on a spec sheet is a reliable sign the spec sheet was not written by an engineer.

The boundary that matters for most projects: if it takes AC in and delivers DC to the vehicle, it is UL 2202 territory. If it delivers AC to the vehicle's onboard charger, it is UL 2594. Our own certifications follow that boundary exactly — the DC fast chargers are UL Listed to UL 2202 (certificates UL-US-2583475-0 / UL-CA-2561033-0), and the AC stations are ETL Listed to UL 2594.

What a Certificate Actually Certifies

Reading a certificate correctly is a minor skill that pays off in every project. Three things to look for on any UL 2594 certificate:

  • The standard edition. Listings cite the edition — UL 2594:2022 in current listings — and the paired Canadian standard. A certificate citing a superseded edition is stale and may not cover current production.
  • The model scope. The certificate lists the models covered, often with a suffix structure. If your project quotes three SKUs and the certificate covers one, the other two are unlisted.
  • The issuing program. A Listing carries the follow-up inspection obligation. A "test report" — sometimes shown as a lab report without a listing — carries no such obligation and no directory record.

The certificate for our AC line — the same ETL Listing to UL 2594:2022 Ed.3 described in the ETL section above — carries both the control number and the report number, and both are checkable.

Why the AC Standard Gets Less Attention Than It Deserves

DC fast chargers get certified because nobody will let a high-power DC cabinet near a highway without one. AC chargers slip through more often, for two reasons. First, they are small and cheap, and buyers assume "small and cheap" means "low risk." Second, they are installed in places — office parking, apartment garages, retail lots — where the authority having jurisdiction may not scrutinize the equipment as hard as at a dedicated charging hub. Both assumptions are wrong in the same direction: a Level 2 unit is mains-powered equipment installed where people walk, and it fails the same way any electrical device can fail, regardless of how modest it looks.

The insurance side has caught on. Commercial property policies and contractor coverage increasingly reference certified equipment for EV supply equipment, because the risk models now have loss data on uncertified units. If the project is funded under a program with compliance requirements — utility incentive programs, municipal RFPs, and NEVI's DC corridor sites — certified equipment is commonly a written condition, not a preference.

Deploying Multiple Units: The SKU Trap

Single-unit buyers have it easy. Multi-site deployments — a chain rolling out 50 stations, a property group equipping a portfolio — hit the SKU trap: the RFP specifies a model, the certificate covers a base SKU, and the actual units ship with options — a different cable length, an RFID reader, an additional network module — that fall outside the certified configuration. Some option changes genuinely alter the safety-relevant configuration; others are cosmetic. The listing holder has to make that call, and the buyer should ask the question before the PO, not after the first site fails inspection.

The practical rule: put the SKU list in the RFP, and require the bidder to confirm, per SKU, that the certified configuration covers it. Bidders who can answer per SKU have a compliance process. Anyone who waves a single certificate and moves on deserves a second look.

Questions to Ask About the AC Units in Your Project

  1. Which standard is cited on the certificate — UL 2594 for AC, not UL 2202 and not a generic "UL"?
  2. Is the listing end-product or component-level?
  3. Does the certificate cover the exact model on the quote, or only a similar one?
  4. Is the listing current, and is the factory under follow-up inspection?
  5. For multi-unit deployments: do all SKUs carry the listing, or only the lead model?
