What is NEVI?

The National Electric Vehicle Infrastructure (NEVI) program, established by the Bipartisan Infrastructure Law, provides $5 billion in federal funding to build a nationwide network of 500,000 EV charging stations by 2030. Administered by the Federal Highway Administration (FHWA) and distributed through state DOTs, NEVI aims to ensure reliable, affordable EV charging access across all states.

NEVI funding covers up to 80% of project costs for eligible charging infrastructure, with states providing the remaining 20% match. Priority is given to highway corridor sites that fill charging gaps and serve rural and underserved communities.

Technical Requirements

NEVI-funded charging stations must meet strict technical standards to ensure interoperability, reliability, and user accessibility. These requirements are non-negotiable and must be demonstrated in your application.

Requirement Specification Notes
Minimum Power 150kW per port Must be simultaneously deliverable
Connector Types CCS (required), NACS (with adapter) CHAdeMO optional but recommended
Network Protocol OCPP 2.0.1 Must support remote monitoring
Payment Credit card reader + contactless No app-only payment systems
Uptime 97% annual availability Excludes scheduled maintenance
Accessibility ADA compliant Per 2010 ADA Standards
Data Reporting Monthly to state DOT Usage, uptime, pricing data

OCPP 2.0.1 Requirement

NEVI requires OCPP 2.0.1 for network communication, enabling remote monitoring, dynamic pricing, and Plug & Charge (ISO 15118) support. FBK POWER's charging stations come with OCPP 2.0.1 pre-configured and certified.

Buy America Act Compliance

The Buy America Act requires that all iron, steel, and manufactured products used in NEVI-funded projects be produced in the United States. This is one of the most challenging requirements for EV charging infrastructure, as many components are traditionally sourced from overseas.

Buy America Requirements Breakdown

1

Iron & Steel

All iron and steel components (conduit, enclosures, structural elements) must be domestically produced and manufactured.

2

Manufactured Products

Charging stations, cabinets, and dispensers must be manufactured in the US. "Manufactured" means substantially transformed in the US.

3

Cost Analysis

Domestic components must exceed 55% of total component cost (for manufactured products) or 100% (for iron/steel).

FBK POWER's Buy America Solution

FBK POWER offers Buy America-compliant manufacturing through our US-based assembly partners in Texas and Michigan. Our solution includes:

  • • US-assembled charging cabinets using domestic steel enclosures
  • • UL-certified power modules manufactured in the US
  • • Complete Buy America documentation package for NEVI applications
  • • Cost analysis showing >55% domestic content
  • • Supply chain transparency with manufacturer affidavits

Application Process

NEVI funding is administered by state DOTs through competitive RFPs. While each state has its own process, the general framework is consistent across all states.

1

Identify Your State's NEVI Program

Visit your state DOT website or the FHWA NEVI dashboard to find current RFPs, funding availability, and priority corridors. Each state publishes an annual NEVI deployment plan.

FHWA NEVI Dashboard →
2

Site Selection & Planning

Identify sites along designated Alternative Fuel Corridors (AFCs) with adequate electrical capacity, ADA accessibility, and 24/7 public access. Sites must be within 1 mile of highway exits.

3

Prepare Technical Documentation

Compile equipment specifications, UL certifications, OCPP 2.0.1 compliance letters, Buy America documentation, and installation plans. FBK POWER provides a complete documentation package.

4

Submit Application

Submit through your state's designated portal (often Grants.gov or state-specific systems). Include all required attachments, budget breakdown, and timeline.

5

Award & Implementation

If awarded, you'll receive a grant agreement with milestones for design, procurement, installation, and commissioning. Typical implementation timeline is 12-18 months.

Timeline & Milestones

A typical NEVI-funded project takes 18-24 months from application to operational. Here's a realistic timeline with key milestones.

Phase Duration Key Deliverables
Application 2-3 months RFP response, site plans, budget
Award & Contracting 1-2 months Grant agreement, milestone schedule
Design & Permitting 3-4 months Engineering plans, permits approved
Procurement 2-3 months Equipment ordered, Buy America docs
Installation 2-3 months Civil, electrical, commissioning
Testing & Activation 1 month UL inspection, network activation

Common Pitfalls to Avoid

Based on our experience with NEVI-funded projects, here are the most common mistakes that delay or disqualify applications.

❌ Inadequate Electrical Capacity

Many applicants underestimate electrical upgrade costs and timeline. Always get a utility feasibility study before applying. Budget 3-6 months for utility upgrades.

❌ Incomplete Buy America Documentation

Vague "Buy America compliant" claims are rejected. You need manufacturer affidavits, cost breakdowns, and supply chain documentation for every component.

❌ Missing ADA Compliance

ADA requirements are strictly enforced. Ensure accessible parking spaces, clear paths, and reachable payment terminals in your site plans.

❌ Unrealistic Uptime Projections

The 97% uptime requirement is challenging. Budget for preventive maintenance, remote monitoring, and rapid response teams. Don't underestimate operational costs.

NEVI FAQ

Can I use NEVI funding for private fleet charging?

No. NEVI requires 24/7 public access. Private or restricted-access sites are not eligible. However, you can offer public access during certain hours to qualify.

What is the minimum number of ports required?

NEVI requires a minimum of 4 charging ports per site, each delivering 150kW simultaneously. This ensures adequate capacity for highway corridor demand.

How do I prove Buy America compliance?

You need manufacturer affidavits certifying domestic production, cost breakdowns showing >55% domestic content, and steel mill certifications for iron/steel components.

Can I combine NEVI with other funding sources?

Yes. NEVI can be combined with state incentives, utility rebates, and private investment. However, total funding cannot exceed 100% of project costs.
