A safety certificate is the most trusted and least read document in EV charging procurement. Buyers look at the logo, nod, and file it. That is exactly the wrong way to use it: a certificate is a dense, specific document, and the differences between a certificate that covers your project and one that does not are usually two or three fields in. This guide walks through a real UL certificate field by field, and the same reading method applies to ETL certificates.
The Certificate Is a Summary, the Directory Is the Record
The first thing to understand is what a certificate is not. A certificate of compliance is a summary document that confirms representative samples of a product met the requirements of a stated standard at a stated time. It is not the ongoing record. The authoritative, current record lives in the certification body's public directory — UL Product iQ for UL and ETL marks, the Intertek directory for ETL. Certificates get printed once and can outlive their own validity; directory records are maintained. When someone shows you a certificate, your first move should be to find the same certificate number in the directory and confirm the record is current and matches.
Field by Field: What Each Line Means

The Entity Behind the Certificate
The "Issued to" line names the legal entity that holds the certification. This matters more than buyers think. Brands license, white-label, and resell; the entity that owns the certification is the one whose quality system and follow-up inspections are on the line. When the certificate holder is a trading entity, confirm which factory carries the follow-up inspections and how it relates to the holder. If you are buying from a reseller whose name is not on the certificate, ask who holds the certification and whether the reseller is authorized to apply the mark. Our own certificates are a case in point: the UL 2202 certificate is issued to the manufacturing entity, and the ETL UL 2594 certificate is issued to the Hong Kong trading entity in the group. Both are named on their respective certificates, and both appear in the public directories under those names.
Certificate Number and Report Reference
Every certificate carries a certificate number and a report reference. In UL certificates, the number is the identifier you look up in UL Product iQ, and the report reference (for example, E546676-20250829) ties the certificate to the specific test report. In Intertek ETL certificates, the control number serves the same lookup role. If a supplier gives you a certificate without a number you can look up, treat the certificate as unverified decoration.
Standards, Editions, and the Version Trap
The standard line carries more than a name. The edition matters: UL 2594:2022 Ed.3 is not the same document as the 2016 edition, and a certificate citing a superseded edition does not cover current production under the current requirements. The same applies to the paired Canadian standards. When you check a certificate, verify the edition cited is the current one for the market you are shipping into. This is also the field where fake certificates are easiest to catch: a citation of a standard that does not exist, or a version number that does not match the standard's history, is an immediate red flag.
The Model Scope Is the Real Scope
The single most useful field on a certificate is the model scope. Certification is per model, not per brand. A certificate that lists DC550KSK01 and DC480TFS01 does not cover a third model the supplier happens to sell. Some certificates use a structured model rule instead of an exhaustive list — the ETL certificate for our AC line covers "EVC followed by -192, -112, -070 or -OTS; followed by -SM or -CM; followed by -001 or -002; followed by -32, -40, -48 or -80." That rule is precise: it tells you exactly which configurations fall inside the certified family and which fall outside. When you quote a specific SKU, check it against the rule yourself. This is where mismatches hide.
The Clause Nobody Reads: Mark Authorization
UL certificates carry a sentence that most readers skip and that changes how you should read the whole document: the certificate of compliance confirms the product met the requirements, but it does not provide authorization to apply the UL Mark. Only the authorization page, which references the Follow-Up Services Procedure, authorizes the mark. What this means in practice: a certificate alone is not proof that the units you are buying carry a valid mark. The factory has to be under the follow-up inspection program. When you verify a supplier, ask not only for the certificate but for confirmation that the current production is under the follow-up program, which the directory record reflects.
Directory Cross-Check: Two Minutes That Save a Project
Verification is faster than most buyers expect. UL and ETL listings both appear in public directories, and the check takes roughly two minutes:
- Take the certificate number from the document.
- Search it in the matching directory (UL Product iQ for UL and ETL, the Intertek directory for ETL). A free account covers basic searches in Product iQ; try searching by the numeric part of the number if the full string does not resolve.
- Confirm the listed entity, standard edition, and model scope match the certificate and your purchase.
A matching directory record means the certification is live and current. A certificate that cannot be found in the directory deserves suspicion first and a format check second: rule out a search-format mismatch and directory indexing delay before concluding the record is expired, lapsed, or was never real.
Red Flags on Certificates
- No certificate number, or a number that does not resolve in the directory. The most common fake-certificate pattern.
- Brand-level claims. "UL certified company" or "UL certified" with no model scope. Certification applies to models, not to companies.
- Wrong or invented standard citations. A version that does not exist, or a standard name for the wrong product type (a DC charger citing only an AC standard, for example).
- Altered documents. Certificates are easy to edit in a PDF editor. A certificate that does not match the directory record, or whose number resolves to a different entity, has been tampered with or is not yours.
- Expired or lapsed records. Directory records show status; an inactive record means the follow-up program is not running.
- Missing the authorization clause. A genuine UL certificate carries the follow-up-services authorization language. A UL certificate that lacks it has been edited or is not what it claims to be.
- "UL Recognized" sold as "UL Listed." Component recognition is a different, weaker status than end-product listing. If the document says Recognized and the sales sheet says Listed, that is a mismatch, not a detail.
- Signatory mismatch. The named certification manager on a genuine certificate is traceable to the issuing body. A signature or name that does not fit the body's personnel pattern is worth a direct call.
The Reading Method, Summarized
Read a certificate the way you would read a contract: entity first, scope second, ongoing obligations third. The entity tells you who is accountable. The model scope tells you whether your specific unit is covered. The directory record and follow-up program tell you whether the certification is alive today.
